國資報告:國企改革取得重要階段性成果

    今年1—4月,全國(guo)國(guo)有企業收入和利潤繼續(xu)保持(chi)較快(kuai)增(zeng)長(chang)(chang),累計實現營業收入15.6萬億(yi)(yi)(yi)元,同(tong)(tong)比(bi)增(zeng)長(chang)(chang)17.5%;累計實現利潤總額8274.5億(yi)(yi)(yi)元,同(tong)(tong)比(bi)增(zeng)長(chang)(chang)24.8%。中(zhong)央企業累計實現營業收入8萬億(yi)(yi)(yi)元,同(tong)(tong)比(bi)增(zeng)加1.3萬億(yi)(yi)(yi)元,增(zeng)長(chang)(chang)18.6%,已連續(xu)3個(ge)月保持(chi)兩位數快(kuai)速(su)增(zeng)長(chang)(chang);累計實現利潤總額449.9億(yi)(yi)(yi)元,同(tong)(tong)比(bi)增(zeng)長(chang)(chang)18.1%,主業盈利貢獻明顯(xian)增(zeng)加。

    6月(yue)2日在國(guo)(guo)(guo)(guo)(guo)資(zi)委舉行(xing)的國(guo)(guo)(guo)(guo)(guo)企(qi)改(gai)革(ge)(ge)吹風會上,國(guo)(guo)(guo)(guo)(guo)務院國(guo)(guo)(guo)(guo)(guo)資(zi)委副秘(mi)書長、新聞發(fa)言(yan)人彭華崗向(xiang)媒體(ti)(ti)介紹了(le)國(guo)(guo)(guo)(guo)(guo)有企(qi)業改(gai)革(ge)(ge)發(fa)展(zhan)的階段性成果。他說,近年來國(guo)(guo)(guo)(guo)(guo)有企(qi)業改(gai)革(ge)(ge)上下同(tong)心、銳(rui)意進取(qu),從勾(gou)勒(le)藍圖到層(ceng)層(ceng)落(luo)實,各(ge)項改(gai)革(ge)(ge)取(qu)得(de)了(le)重要階段性成果。當(dang)前,國(guo)(guo)(guo)(guo)(guo)企(qi)改(gai)革(ge)(ge)頂層(ceng)設計基(ji)本完成,改(gai)革(ge)(ge)試點全(quan)面鋪開,重大舉措迅速落(luo)地,調結(jie)構轉(zhuan)方式大力推進,國(guo)(guo)(guo)(guo)(guo)資(zi)監管機(ji)構職能加快轉(zhuan)變(bian),國(guo)(guo)(guo)(guo)(guo)有資(zi)產監督力度(du)進一(yi)步(bu)加大,黨的建設各(ge)項工作取(qu)得(de)明顯成效。“國(guo)(guo)(guo)(guo)(guo)有企(qi)業經營發(fa)展(zhan)總體(ti)(ti)呈現良好態勢,為國(guo)(guo)(guo)(guo)(guo)民經濟平(ping)穩運行(xing)提供了(le)有力支撐。”

公司制股份制混合所有制改革有序推進

    據(ju)彭華(hua)崗介紹,各中央企(qi)業(ye)和各地(di)緊(jin)緊(jin)圍繞(rao)完善治理(li)、強化激勵、突出(chu)主業(ye)、提高效率的要求(qiu),有序(xu)開(kai)展公司(si)制(zhi)股份制(zhi)混合所(suo)有制(zhi)改革,放大了(le)(le)國有資本功(gong)能,提高了(le)(le)國有資本運營(ying)效率,推動(dong)了(le)(le)企(qi)業(ye)經營(ying)機制(zhi)轉(zhuan)換,實現了(le)(le)各種所(suo)有制(zhi)資本取長補短、相互促(cu)進、共(gong)同(tong)發(fa)展。

    截至2016年(nian)底,國(guo)(guo)資委監(jian)管的中(zhong)(zhong)(zhong)(zhong)央企(qi)業(ye)(ye)各級子(zi)企(qi)業(ye)(ye)公(gong)司制改制面(mian)(mian)達到92%,其中(zhong)(zhong)(zhong)(zhong),東方電(dian)氣集(ji)團(tuan)、中(zhong)(zhong)(zhong)(zhong)廣核、上海貝(bei)爾3家企(qi)業(ye)(ye)全(quan)面(mian)(mian)完成(cheng)了公(gong)司制改革,中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)國(guo)(guo)電(dian)、中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)一重、中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)鐵(tie)建、建筑設計集(ji)團(tuan)、中(zhong)(zhong)(zhong)(zhong)國(guo)(guo)航(hang)信、武漢郵科院、華僑城集(ji)團(tuan)7家中(zhong)(zhong)(zhong)(zhong)央企(qi)業(ye)(ye)二級及以下子(zi)企(qi)業(ye)(ye)全(quan)面(mian)(mian)完成(cheng)改制。省級國(guo)(guo)資委監(jian)管企(qi)業(ye)(ye)改制面(mian)(mian)超過(guo)90%。

    混(hun)(hun)合(he)(he)所有(you)制改(gai)革(ge)方面,截至2016年底,中央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)集團及(ji)下屬(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)混(hun)(hun)合(he)(he)所有(you)制企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(含參股)占比(bi)達到(dao)了(le)68.9%,上市公(gong)司的(de)(de)資(zi)(zi)產、營(ying)業(ye)(ye)(ye)(ye)收入和利潤總額(e)在(zai)中央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)“總盤子”中的(de)(de)占比(bi)分別達到(dao)61.3%、62.8%和76.2%。省級(ji)(ji)國資(zi)(zi)委(wei)所出資(zi)(zi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)及(ji)各級(ji)(ji)子企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(合(he)(he)并(bing)報(bao)表范圍內)混(hun)(hun)合(he)(he)所有(you)制企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)占比(bi)達到(dao)了(le)47%。中央(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)二級(ji)(ji)子企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)混(hun)(hun)合(he)(he)所有(you)制企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)戶數占比(bi)達到(dao)了(le)22.5%。截至2017年3月底,126家省級(ji)(ji)國資(zi)(zi)委(wei)監(jian)管的(de)(de)一(yi)級(ji)(ji)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)集團層面完(wan)成了(le)混(hun)(hun)合(he)(he)所有(you)制改(gai)革(ge)。在(zai)石(shi)油、天然氣、電(dian)力、鐵路、民航、電(dian)信、軍工等行業(ye)(ye)(ye)(ye)和領域,選擇19家企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)開(kai)展重(zhong)點領域混(hun)(hun)合(he)(he)所有(you)制改(gai)革(ge)試點,實現(xian)了(le)向社會資(zi)(zi)本放(fang)開(kai)競爭(zheng)性(xing)業(ye)(ye)(ye)(ye)務。越來越多的(de)(de)競爭(zheng)性(xing)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)在(zai)混(hun)(hun)改(gai)中進(jin)一(yi)步調(diao)整股權比(bi)例,促進(jin)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)形(xing)成了(le)有(you)效制衡的(de)(de)法人治理結構。

    國資委(wei)已經(jing)明確(que)了10戶中(zhong)央(yang)企業(ye)子企業(ye)作為員(yuan)工持(chi)股(gu)(gu)首批試點,目前正(zheng)在穩妥(tuo)有序開展審計評估、確(que)定(ding)外部非公(gong)(gong)有資本(ben)股(gu)(gu)東等工作。其中(zhong),國機集團所屬中(zhong)國電器院參與持(chi)股(gu)(gu)員(yuan)工和民營資本(ben)股(gu)(gu)東已按要(yao)求完(wan)成出資入(ru)(ru)股(gu)(gu),占公(gong)(gong)司總人數30%的(de)453名員(yuan)工通(tong)過有限合(he)伙企業(ye)持(chi)股(gu)(gu)平(ping)臺持(chi)有公(gong)(gong)司22%股(gu)(gu)份,入(ru)(ru)股(gu)(gu)金額共計7799萬元(yuan)。

公司法人治理(li)結構日趨完(wan)善

    4月(yue),國(guo)務院辦公(gong)廳(ting)印發了《關于進一步完善國(guo)有(you)企(qi)業(ye)法人治理(li)(li)結構的(de)指(zhi)(zhi)導意見》,提出了到2017年國(guo)有(you)企(qi)業(ye)公(gong)司制改革基(ji)本完成,以及(ji)到2020年國(guo)有(you)獨資、全資公(gong)司全面建(jian)立外部董事占多數(shu)的(de)董事會(hui)等目標任(ren)務;從理(li)(li)順出資人職責、加(jia)強(qiang)董事會(hui)建(jian)設、激(ji)發經(jing)理(li)(li)層活力、完善監(jian)督機制、堅持(chi)黨的(de)領(ling)導等五個(ge)方面規范了各個(ge)治理(li)(li)主(zhu)體的(de)權(quan)利和責任(ren),為建(jian)立健全中(zhong)國(guo)特色(se)現(xian)代國(guo)有(you)企(qi)業(ye)制度(du)提供(gong)了理(li)(li)論指(zhi)(zhi)導和政策依(yi)據。

    截至(zhi)目前,102家中(zhong)央(yang)企業(ye)(ye)中(zhong)建立(li)規(gui)范董事會(hui)的達到(dao)83家,占(zhan)(zhan)比超(chao)過80%;中(zhong)央(yang)企業(ye)(ye)外(wai)部董事人才庫(ku)已經(jing)達到(dao)417人,專職(zhi)外(wai)部董事增加到(dao)33人。各省(區、市)國資委所監管(guan)一級企業(ye)(ye)中(zhong)有88%已經(jing)建立(li)了董事會(hui),其中(zhong)外(wai)部董事占(zhan)(zhan)多數的企業(ye)(ye)占(zhan)(zhan)比13.1%。

    根據今年(nian)4月印發的(de)《關于開展落實中(zhong)央企業董(dong)(dong)(dong)事(shi)(shi)會(hui)職(zhi)權(quan)試(shi)(shi)點(dian)工(gong)作(zuo)的(de)意(yi)見》規定(ding),國資委將把中(zhong)長期(qi)發展決(jue)(jue)策權(quan)、經(jing)理(li)(li)(li)層成(cheng)員(yuan)選聘權(quan)、經(jing)理(li)(li)(li)層成(cheng)員(yuan)業績考(kao)核權(quan)、經(jing)理(li)(li)(li)層成(cheng)員(yuan)薪酬管理(li)(li)(li)權(quan)、職(zhi)工(gong)工(gong)資分(fen)配(pei)管理(li)(li)(li)權(quan)、重大財務(wu)事(shi)(shi)項管理(li)(li)(li)權(quan)等6項權(quan)利授予企業董(dong)(dong)(dong)事(shi)(shi)會(hui)。此(ci)次試(shi)(shi)點(dian)在2014年(nian)試(shi)(shi)點(dian)的(de)基(ji)礎上有(you)了(le)不少(shao)突破和亮點(dian)。比如,董(dong)(dong)(dong)事(shi)(shi)會(hui)可以在主業范圍外確定(ding)1~2個新業務(wu)領域(yu),進一(yi)步明確了(le)選人(ren)用人(ren)中(zhong)黨組(zu)織(zhi)與(yu)董(dong)(dong)(dong)事(shi)(shi)會(hui)職(zhi)責定(ding)位,董(dong)(dong)(dong)事(shi)(shi)會(hui)決(jue)(jue)定(ding)經(jing)理(li)(li)(li)層成(cheng)員(yuan)業績考(kao)核結果和薪酬結構與(yu)水平(ping),董(dong)(dong)(dong)事(shi)(shi)會(hui)制定(ding)本企業工(gong)資總(zong)額管理(li)(li)(li)辦(ban)法(fa)、決(jue)(jue)定(ding)工(gong)資分(fen)配(pei)事(shi)(shi)項等等。

    據(ju)彭(peng)華崗介(jie)紹,國資委還將根據(ju)試點情況適當擴大試點范圍。

市場化經(jing)營機(ji)制改革(ge)效(xiao)果明顯

    截至(zhi)2016年底(di),中(zhong)(zhong)(zhong)央(yang)企(qi)業(ye)(ye)集團及(ji)下屬企(qi)業(ye)(ye)中(zhong)(zhong)(zhong),由董(dong)事(shi)會市場化選(xuan)聘和(he)管(guan)理(li)的(de)經(jing)理(li)層成員約(yue)占5.1%,其(qi)中(zhong)(zhong)(zhong),中(zhong)(zhong)(zhong)央(yang)企(qi)業(ye)(ye)二(er)(er)級(ji)企(qi)業(ye)(ye)中(zhong)(zhong)(zhong),由董(dong)事(shi)會選(xuan)聘和(he)管(guan)理(li)的(de)經(jing)理(li)層成員約(yue)占7.4%。省(sheng)(sheng)級(ji)國(guo)資委單位所出(chu)資企(qi)業(ye)(ye)及(ji)下屬企(qi)業(ye)(ye)中(zhong)(zhong)(zhong),通過(guo)市場化選(xuan)聘并管(guan)理(li)的(de)經(jing)理(li)層人員占14%。招商局、中(zhong)(zhong)(zhong)國(guo)建材(cai)等50多(duo)家(jia)中(zhong)(zhong)(zhong)央(yang)企(qi)業(ye)(ye)和(he)上海、廣東等20多(duo)個省(sheng)(sheng)級(ji)國(guo)資委在二(er)(er)三級(ji)企(qi)業(ye)(ye)探索實施了(le)職(zhi)業(ye)(ye)經(jing)理(li)人制度(du)。

    薪酬制度改(gai)(gai)革方(fang)面(mian),2016年以來,國資(zi)委會同有關方(fang)面(mian)連續印發(fa)《關于(yu)進(jin)一步深化中(zhong)央(yang)企(qi)業(ye)勞動用(yong)工和(he)收(shou)入分(fen)(fen)(fen)配制度改(gai)(gai)革的指(zhi)導意見》、《關于(yu)做好中(zhong)央(yang)科技型企(qi)業(ye)股權和(he)分(fen)(fen)(fen)紅激(ji)勵(li)工作的通知》等(deng)多(duo)個文件,探索建立長期激(ji)勵(li)約束機制。部(bu)分(fen)(fen)(fen)中(zhong)央(yang)企(qi)業(ye)持續推進(jin)以價值為導向的市場化收(shou)入分(fen)(fen)(fen)配改(gai)(gai)革,實現了職(zhi)工收(shou)入隨業(ye)績變化能增能減的改(gai)(gai)革目標。比(bi)如(ru),中(zhong)國節(jie)能將“清潔能源(yuan)發(fa)電量”與“利潤總額(e)”設置為工資(zi)增長與經濟(ji)效益聯動的復合指(zhi)標,工資(zi)增幅重點向經營、效益傾斜,向基層一線企(qi)業(ye)傾斜。

    中(zhong)央企業(ye)(ye)落實三(san)項制度改革,特別是(shi)在人(ren)員(yuan)能(neng)(neng)上能(neng)(neng)下、能(neng)(neng)進能(neng)(neng)出方(fang)面,克服各種阻(zu)力,采取了(le)一系(xi)列(lie)措(cuo)施(shi),取得了(le)明顯效果。中(zhong)央企業(ye)(ye)集(ji)團總(zong)部人(ren)員(yuan)在崗人(ren)數由(you)2015年(nian)的(de)(de)2.77萬(wan)人(ren)減少(shao)到2016年(nian)的(de)(de)2.64萬(wan)人(ren),同比下降4.6%;總(zong)部人(ren)均管(guan)理資產由(you)2015年(nian)的(de)(de)17.2億元(yuan)增(zeng)長到2016年(nian)的(de)(de)19.1億元(yuan),同比增(zeng)長11.1%,管(guan)理效能(neng)(neng)進一步提(ti)升。2016年(nian),中(zhong)國一重各級中(zhong)層領導干部全(quan)部“起立”,通過(guo)市場化選(xuan)聘和(he)個別調整,由(you)320人(ren)縮減為190人(ren),淘汰率(lv)40%。近三(san)年(nian),中(zhong)鋁公司共計(ji)分流(liu)安置員(yuan)工7.92萬(wan)人(ren),用(yong)工總(zong)量壓減40%。

國有資本投資、運營公司試點效果凸顯

    國(guo)有(you)(you)資(zi)本(ben)投資(zi)、運營公(gong)司(si)(si)(si)在原有(you)(you)2家(jia)(jia)試點的(de)基礎(chu)上(shang),擴展到了(le)“2+8”共計(ji)10家(jia)(jia),即誠通集(ji)團(tuan)(tuan)(tuan)(tuan)、中(zhong)(zhong)國(guo)國(guo)新2家(jia)(jia)運營公(gong)司(si)(si)(si)試點,和(he)國(guo)投、中(zhong)(zhong)糧集(ji)團(tuan)(tuan)(tuan)(tuan)、神華(hua)集(ji)團(tuan)(tuan)(tuan)(tuan)、寶(bao)武集(ji)團(tuan)(tuan)(tuan)(tuan)、中(zhong)(zhong)國(guo)五礦、招商局集(ji)團(tuan)(tuan)(tuan)(tuan)、中(zhong)(zhong)交(jiao)集(ji)團(tuan)(tuan)(tuan)(tuan)、保利集(ji)團(tuan)(tuan)(tuan)(tuan)等8家(jia)(jia)投資(zi)公(gong)司(si)(si)(si)試點。37家(jia)(jia)省級國(guo)資(zi)委中(zhong)(zhong),有(you)(you)21家(jia)(jia)改組(zu)組(zu)建了(le)52戶國(guo)有(you)(you)資(zi)本(ben)投資(zi)、運營公(gong)司(si)(si)(si)。

    彭華崗介(jie)紹說,從(cong)試點(dian)的(de)(de)效(xiao)果看(kan),主(zhu)要凸顯(xian)了以下幾個(ge)特點(dian):一是(shi)功能定位逐漸清晰。經過逐步摸索(suo),國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)公(gong)司(si),側重(zhong)在(zai)重(zhong)要行業(ye)和關鍵領域,推(tui)(tui)(tui)動(dong)產(chan)業(ye)集(ji)(ji)聚和轉型升(sheng)級,優(you)化(hua)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)(ben)(ben)布局結(jie)構;國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)(ben)(ben)運(yun)營(ying)公(gong)司(si),側重(zhong)提升(sheng)商(shang)業(ye)類(lei)企業(ye)的(de)(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)(ben)(ben)運(yun)營(ying)效(xiao)率,促進(jin)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)(ben)(ben)合(he)理(li)(li)流動(dong)。根據《指導意見》有(you)(you)(you)關精神,未來中(zhong)央(yang)企業(ye)將(jiang)主(zhu)要分為三類(lei),即實體(ti)(ti)(ti)產(chan)業(ye)集(ji)(ji)團、投資(zi)(zi)(zi)(zi)(zi)公(gong)司(si)和運(yun)營(ying)公(gong)司(si)。二(er)是(shi)效(xiao)果逐漸顯(xian)現(xian)。試點(dian)探索(suo)了新體(ti)(ti)(ti)制、新機制、新模(mo)式,在(zai)組織調整、戰(zhan)略管(guan)(guan)控、業(ye)務(wu)發(fa)展、分類(lei)授權(quan)等重(zhong)要方面取得了一批可(ke)復(fu)制、可(ke)推(tui)(tui)(tui)廣的(de)(de)經驗。試點(dian)充分激發(fa)了企業(ye)的(de)(de)內在(zai)活力(li)(li)(li),10家試點(dian)企業(ye)2016年(nian)實現(xian)利(li)潤總額2450億(yi)元(yuan),較上(shang)年(nian)增加765億(yi)元(yuan),同比增加45%,遠遠超過央(yang)企平(ping)均水(shui)平(ping)。三是(shi)關系逐漸理(li)(li)順。國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委與(yu)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)、運(yun)營(ying)公(gong)司(si),國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)(ben)(ben)投資(zi)(zi)(zi)(zi)(zi)、運(yun)營(ying)公(gong)司(si)與(yu)所出資(zi)(zi)(zi)(zi)(zi)企業(ye)的(de)(de)關系不(bu)斷(duan)理(li)(li)順。從(cong)出資(zi)(zi)(zi)(zi)(zi)人(ren)監(jian)管(guan)(guan)的(de)(de)體(ti)(ti)(ti)制看(kan),正在(zai)由(you)管(guan)(guan)企業(ye)為主(zhu)向管(guan)(guan)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)(ben)(ben)為主(zhu)轉變(bian)(bian),由(you)管(guan)(guan)實物形(xing)態(tai)的(de)(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)產(chan)向價值形(xing)態(tai)的(de)(de)國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)(ben)(ben)轉變(bian)(bian),有(you)(you)(you)力(li)(li)(li)推(tui)(tui)(tui)動(dong)了國(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)(zi)本(ben)(ben)(ben)(ben)合(he)理(li)(li)流動(dong)、優(you)化(hua)配置,推(tui)(tui)(tui)動(dong)了企業(ye)活力(li)(li)(li)的(de)(de)增強。

中央企業兼并重組的“五新"

    黨的十八(ba)大以來(lai),國資委(wei)通過強(qiang)強(qiang)聯合(he)(he)(he)、優勢(shi)互(hu)補、吸收合(he)(he)(he)并、共建(jian)共享,推動(dong)了15對(dui)28家中(zhong)央企業重組整合(he)(he)(he),國資委(wei)監管的中(zhong)央企業已經調整到102家。

    彭華崗(gang)介紹說,重組以來(lai),各企業采取(qu)有(you)效(xiao)措施,深入推進(jin)內部(bu)(bu)整合(he),重組紅利(li)逐步釋放,經營業績實現新突(tu)破,內部(bu)(bu)協同取(qu)得(de)新成(cheng)效(xiao),創(chuang)新能力(li)實現新提升,行業影(ying)響力(li)達(da)到(dao)新高(gao)度,結構調(diao)整取(qu)得(de)新進(jin)展。

瘦身健體提質增效取(qu)得積極成效

    在瘦身健(jian)體、提質(zhi)增效方(fang)面,國(guo)資委堅持以市場為(wei)導向、以企業為(wei)主體,有進有退、有所(suo)為(wei)有所(suo)不為(wei),加快國(guo)有經濟(ji)布局結構步(bu)伐,取得了積極成效。

    中(zhong)央企業(ye)壓縮管理層級、減少(shao)法人戶數工作開展以來,截至今年(nian)4月底,中(zhong)央企業(ye)累計減少(shao)4240戶,壓減比例8.13%。按照三年(nian)壓減20%的總體目標,2017年(nian)要(yao)減少(shao)法人單位8%。

    2016年完成 171 戶“僵尸企業(ye)”處(chu)置和 249戶“特(te)困企業(ye)”治(zhi)理任(ren)務,實(shi)現減虧增(zeng)效(xiao) 512億元(yuan)、妥善安置富余人(ren)員12 萬人(ren),對中央企業(ye)實(shi)現收入(ru)和效(xiao)益恢復(fu)性增(zeng)長、扭轉效(xiao)益下滑局面發揮(hui)了積極作用。

    2016年中央(yang)企業化解鋼(gang)鐵過(guo)剩(sheng)(sheng)產(chan)能(neng)(neng)1019萬噸(dun)(dun),完成率141.7%,分(fen)流(liu)安(an)(an)置(zhi)職工(gong)33126人;化解煤(mei)炭過(guo)剩(sheng)(sheng)產(chan)能(neng)(neng)3497萬噸(dun)(dun),完成率109.9%,分(fen)流(liu)安(an)(an)置(zhi)職工(gong)41945人,超額(e)完成年度(du)“去產(chan)能(neng)(neng)”任務(wu)。2017年,中央(yang)企業化解鋼(gang)鐵過(guo)剩(sheng)(sheng)產(chan)能(neng)(neng)目標任務(wu)595萬噸(dun)(dun),化解煤(mei)炭過(guo)剩(sheng)(sheng)產(chan)能(neng)(neng)目標任務(wu)2493萬噸(dun)(dun),其他(ta)涉煤(mei)企業逐步退(tui)出煤(mei)炭行業,通過(guo)煤(mei)炭資產(chan)管理平(ping)臺公司整(zheng)合煤(mei)炭產(chan)能(neng)(neng)8000萬噸(dun)(dun)。

以管資本為主推進國資委職能轉變

    4月27日,《國(guo)(guo)務院國(guo)(guo)資(zi)委以管(guan)資(zi)本為主(zhu)推進(jin)職能轉變(bian)(bian)方(fang)(fang)案》正式印發。該方(fang)(fang)案明確了(le)國(guo)(guo)資(zi)委管(guan)資(zi)本的重點職能,劃清了(le)國(guo)(guo)資(zi)監管(guan)的權責邊界,提出(chu)了(le)職能轉變(bian)(bian)的具(ju)體舉(ju)措,標(biao)志著國(guo)(guo)務院國(guo)(guo)資(zi)委從(cong)以管(guan)企業(ye)為主(zhu)向以管(guan)資(zi)本為主(zhu)轉變(bian)(bian)邁(mai)出(chu)了(le)歷史性、實質(zhi)性的關鍵一(yi)步。

    目前(qian),國(guo)資(zi)(zi)委(wei)(wei)內設機構調整(zheng)已(yi)(yi)(yi)經(jing)完(wan)成(cheng)(cheng),整(zheng)合(he)了6個廳(ting)局(ju)、新成(cheng)(cheng)立4個局(ju)、進(jin)(jin)一步(bu)完(wan)善(shan)定(ding)位并更(geng)名5個廳(ting)局(ju),形成(cheng)(cheng)了以管資(zi)(zi)本為主的(de)組(zu)織(zhi)架(jia)構。國(guo)資(zi)(zi)委(wei)(wei)還系(xi)統梳理了國(guo)資(zi)(zi)監(jian)(jian)管職能(neng)(neng)(neng),擬(ni)取消、下放、授權(quan)(quan)工作(zuo)事項(xiang)43項(xiang),進(jin)(jin)一步(bu)聚焦管資(zi)(zi)本職能(neng)(neng)(neng),其(qi)中(zhong)(zhong)(zhong)包括取消監(jian)(jian)管事項(xiang)26項(xiang),下放監(jian)(jian)管事項(xiang)9項(xiang),授權(quan)(quan)監(jian)(jian)管事項(xiang)8項(xiang)。中(zhong)(zhong)(zhong)央(yang)企(qi)業(ye)功能(neng)(neng)(neng)界定(ding)與(yu)分(fen)類工作(zuo)已(yi)(yi)(yi)經(jing)基本完(wan)成(cheng)(cheng),《關(guan)于完(wan)善(shan)中(zhong)(zhong)(zhong)央(yang)企(qi)業(ye)功能(neng)(neng)(neng)分(fen)類考(kao)核(he)的(de)實施方(fang)案》已(yi)(yi)(yi)經(jing)正(zheng)式(shi)印發,根據中(zhong)(zhong)(zhong)央(yang)企(qi)業(ye)功能(neng)(neng)(neng)定(ding)位和發展階段,突出不同考(kao)核(he)重點(dian),科(ke)學設置了經(jing)營業(ye)績考(kao)核(he)指標及(ji)權(quan)(quan)重。國(guo)務院國(guo)資(zi)(zi)委(wei)(wei)正(zheng)在(zai)抓緊研(yan)究(jiu)制定(ding)權(quan)(quan)力和責任清單,目前(qian)已(yi)(yi)(yi)經(jing)形成(cheng)(cheng)初步(bu)成(cheng)(cheng)果。

    為(wei)了強化(hua)監(jian)(jian)管防止國(guo)有(you)資產(chan)流失,國(guo)資委(wei)分別以國(guo)資委(wei)黨(dang)委(wei)會(hui)和主任(ren)辦公會(hui)、分管委(wei)領導、監(jian)(jian)事(shi)會(hui)主席為(wei)主體,形成了領導決(jue)策、協調(diao)處置、監(jian)(jian)督報(bao)告“三個(ge)平(ping)臺”,并設立了3個(ge)監(jian)(jian)督局,負責分類處置、督辦和深(shen)入核(he)查(cha)監(jian)(jian)督檢查(cha)發(fa)現的問題,組織開展(zhan)國(guo)有(you)資產(chan)重大損失調(diao)查(cha),提出有(you)關(guan)責任(ren)追究意見建議,形成監(jian)(jian)督工作完整閉環(huan)。此外,外派監(jian)(jian)事(shi)會(hui)監(jian)(jian)督和違規經(jing)營責任(ren)追究力(li)度也不(bu)斷得(de)到加強。

    而(er)從全(quan)國(guo)范(fan)圍(wei)看(kan),截至2017年3月底,河(he)北(bei)、江蘇(su)、廣東(dong)等18個(ge)地(di)方出臺了(le)國(guo)資(zi)監管機(ji)構職能轉變(bian)方案。34個(ge)地(di)方在分(fen)批取消(xiao)下放出資(zi)人審批事項的(de)基礎上,初步建立了(le)監管權力清單(dan)和責任清單(dan)。截至2017年3月底,省級經營性國(guo)有資(zi)產(chan)集中統(tong)一監管比例已(yi)達90%左右。

黨的建設進一步加強

    據彭華崗介紹,經(jing)過一(yi)(yi)個階(jie)段的(de)努力,中(zhong)央企(qi)(qi)業(ye)管黨(dang)治黨(dang)意(yi)識明顯增(zeng)強(qiang),抓黨(dang)建(jian)、強(qiang)黨(dang)建(jian)氛(fen)圍(wei)已經(jing)形成,黨(dang)建(jian)基層基礎工(gong)作(zuo)逐(zhu)步夯實,一(yi)(yi)些多年(nian)來難(nan)以(yi)解決的(de)“老大難(nan)”問題正在逐(zhu)步得到解決。“四(si)個意(yi)識”進(jin)一(yi)(yi)步增(zeng)強(qiang)。黨(dang)組織在公司(si)治理中(zhong)的(de)法定地(di)位進(jin)一(yi)(yi)步明確。黨(dang)建(jian)工(gong)作(zuo)制度進(jin)一(yi)(yi)步完善。中(zhong)央企(qi)(qi)業(ye)黨(dang)建(jian)工(gong)作(zuo)力量不斷(duan)加強(qiang)。中(zhong)央企(qi)(qi)業(ye)黨(dang)風廉(lian)政(zheng)建(jian)設(she)和反腐敗工(gong)作(zuo)深入推進(jin)。

    目(mu)前,中(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)(ye)全部(bu)(bu)開展了(le)(le)集團層面章程(cheng)修(xiu)訂,已(yi)有3076家(jia)(jia)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)(ye)二三級(ji)(ji)單(dan)位(wei)實現了(le)(le)黨建(jian)工作(zuo)要求進章程(cheng);已(yi)有2490家(jia)(jia)設立(li)董事(shi)會的中(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)(ye)二三級(ji)(ji)單(dan)位(wei)實現了(le)(le)“一肩挑(tiao)”;實行(xing)了(le)(le)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)(ye)黨委(wei)(wei)(黨組(zu))向國資(zi)委(wei)(wei)黨委(wei)(wei)報(bao)告年度黨建(jian)工作(zuo)、中(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)(ye)黨委(wei)(wei)(黨組(zu))負責(ze)人向國資(zi)委(wei)(wei)黨委(wei)(wei)述(shu)職、中(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)(ye)基層黨組(zu)織書記(ji)抓黨建(jian)述(shu)職評議(yi)三項制度;已(yi)有2636家(jia)(jia)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)(ye)所(suo)屬二三級(ji)(ji)單(dan)位(wei)配備了(le)(le)專職副書記(ji),91家(jia)(jia)中(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)(ye)集團總部(bu)(bu)黨務部(bu)(bu)門(men)編(bian)制達到了(le)(le)不(bu)少于(yu)同級(ji)(ji)部(bu)(bu)門(men)平均編(bian)制的要求;中(zhong)(zhong)(zhong)央(yang)(yang)(yang)企(qi)業(ye)(ye)政治巡視實現了(le)(le)全覆蓋。
